Legislation

The National Chamber is a non-governmental, autonomous, nonprofit public utility organization with legal personality, representing, supporting, and defending the general interests of the business community in Romania. It aims to promote and develop industry, commerce, services, and agriculture in accordance with the requirements of the market economy, being organized and functioning under the provisions of Law no. 335/2007 of the Chambers of Commerce in Romania.

Quality
policy

In order to improve the quality of services provided to members, customers and business environment, since 2006, the Chamber of Commerce and Industry of Romania has implemented and certified a quality management system according to ISO 9001 standard, certification granted by TUV THURINGEN certification body through its representative in Romania, TUV KARPAT.

In order to fulfil the mission of our organization, it was defined as a strategic objective to give a higher profile to Romanian Chambers of Commerce, through measures ensuring fiscal and legislative predictability at national level and facilitating the access of Romanian companies to international markets. In support of this strategic goal, we have established and implemented a policy of continually improving the quality of service offered to members, customers and business environment.

The Chamber of Commerce and Industry of Romania is permanently preoccupied to comply the quality management system with applicable regulations and standards, as well as with the requirements of the interested parties. In this respect, in correlation with the strategic objective and the principles of quality management, we continually improve our internal operational flows with the main objective to increase customer and business environment satisfaction in terms of the services offered.

In order to implement quality policy, we are committed to ensuring:

Implementation, certification, maintenance and continuous improvement of Quality Management System according to SR EN ISO 9001: 2015 standard – Quality Management Systems as well as related resources;
Meeting the requirements of all interested parties (members, customers, business, employees, authorities);
Communicating quality policy to all interested parties.

Integrity

In 2016, the Chamber of Commerce and Industry of Romania adopted the Code of Ethics for the Elected Governing Bodies of CCIR and the Ethical and Integrity Code for CCIR Employees, documents that set the rules, principles, and values adhered to by the entire Chamber system in Romania.

The Ethical and Integrity Code is applied in conjunction with the provisions of Law no. 335/2007 of the Chambers of Commerce in Romania, with subsequent amendments and completions, the CCIR Statute, and the Framework Statute of the County Chambers of Commerce.

This document is advisory for the representatives of all the legal members of the National Chamber, as provided by law. The Code aims to enhance the level of organizational integrity and commitment to the business environment, promoting ethical and fair business practices, in order to develop a solid, responsible, and sustainable business model in Romania.

Regarding the representatives of the elected governing bodies, the Code focuses on implementing ethical and integrity conduct standards, alongside a procedure for reporting ethical and integrity violations.

CCIR aims to extend the adoption of the Code throughout the entire business community, fostering broad consensus on the necessity of implementing a trustworthy corporate culture at an international level.

In 2017, the President of CCIR signed the Integrity Declaration, firmly committing the organization to the principles, values, and objectives of the National Anti-Corruption Strategy 2016-2020. Through the Integrity Declaration, CCIR condemns all forms of corruption and expresses its unequivocal commitment to institutional cooperation to strengthen the legislative framework aimed at preventing and combating corruption.

Commodity
exchange
supervision

The first commodity exchanges in Romania were founded 135 years ago, following the initiative of the Chamber of Commerce and Industry. The arguments that stood for the need of setting up an exchange, in order to settle the exchange rates, currencies and equity, based on the bid and ask, were included in a memo submitted to the Ministry of Agriculture, Commerce and Public Works, which described the latest evolution of the public equity trade.

After almost one and a half century, the Chamber of Commerce and Industry of Romania becomes the “supervisor” of commodity exchanges of Romania, under the provisions of Law no 357/2005 and by Regulation No. 25 of September 30, 2014 regarding the approval, monitoring, control and sanctioning the activities of commodity exchanges, published in the Official Journal of Romania, Part I, no. 850 dated November 21, 2014 having as duties to:

Conclude agreements and protocols with institutions authorized to regulate and supervise the capital market or commodity exchanges
Issue and update official papers and specific commodity exchanges documents – regulations, rules, instructions, certificates, interpretations etc.
Grant preliminary approval regarding the legality and opportunity to establish commodity exchange
Approve operational regulations specific to the trading floors organized by commodity exchanges
Sanction commodity exchanges when observing deviations from specific legal provisions
